Overview

GKG is seeking a HR Staffing/Recruitment Specialist to join our team.

Responsibilities

  • Performs a full range staffing, recruitment and placement activities for a wide range of Federal and Trust positions.
  • Assists managers and supervisors in the development of position descriptions (Factor Evaluation, General Schedule Supervisory Guidelines and descriptive formats).
  • Classifies position descriptions utilizing OPM classification standards (for federal/trust positions) and other market standards (trust positions), and assigning the most appropriate titles for the positions. Must follow the OPM end-to-end hiring initiatives of no more than 80 calendar days for hire actions
  • Develops job analysis, vacancy announcements (in Monster Government Solutions) and occupational questionnaire (Monster Government Solutions).
  • Assesses applicants’ qualifications and refers best-qualified applicants to the hiring official.
  • Develops and extends job offers and setting pay.
  • Coordinates pre-employment background check with personnel security (and ensuring compliance of the requirement).
  • Conducts employee onboarding to include employee orientation and coordinating new employee logistics with internal stakeholders (Financial Management Office, Information Technology and Support Operations).
  • Maintains all documentations for audit trail.
  • Provides administrative management services to executive leaders to include developing decision memo of various personnel actions to include, but not limited to, management-directed reassignments, pay-setting, promotions, and details.

Qualifications

  • 3+ years of specialized experience in staffing services in the Federal service or Quasi-Government agencies. Specialized experience is experience applying a wide range of HR regulations, policies, and procedures sufficient to provide management advisory and technical services in staffing, recruitment, placement, and classification.
  • Experience developing position descriptions.
  • Experience assessing position descriptions using OPM classification standards.
  • Experience developing vacancy announcements and occupational questionnaire.
  • Experience in assessing, ranking, referring best-qualified applicants and preparing referral certificates.
  • Excellent written, verbal and intrapersonal communication skills.
  • Experience with office automation system is required (MS Office Suite and Outlook).
  • Experience with onboarding new employees.
  • Ability to communicate effectively with people at all levels and from various backgrounds.
  • Condition of Employment
  • Non-disclosure agreement is required.
  • Able to obtain Public Trust clearance prior to the beginning

Desired Qualifications

  • Active Delegated Examining certificate preferred.
