The Proposal Writer/Coordinator will report to and collaborate directly with the Proposal Manager. The position is responsible for coordinating with technical subject matter experts, graphics companies, and external subcontractors to develop technical and management approaches, win strategies, themes, proposal outlines and compliance matrices into high-quality responses to federal business opportunities. The selected candidate will have the skills required to develop compliant and compelling proposal volumes. The responsibilities of this role include presenting technical and management solutions to internal and external executive level stakeholders, in a persuasive and convincing way. The successful candidate is a self-starter who will take ownership, who is comfortable in a fast-paced environment, possess strong writing skills and comfortable in coordinating and interview SMEs to gather information to respond to Government requirements.


  • Handle multiple revisions, edit and re-edit proposal sections as needed, and ensure that proposals maintain a consistent tone or voice.
  • Compile proposal templates and outlines.
  • Coordinates with past performance SME to obtain historical re-use materials for proposals, White Papers and RFIs.

  • Supports the proposal operations manager during the entire proposal lifecycle, preparing proposal documents, assisting in following up with internal and external teaming partners to meet deadlines.
  • Assist with Proposal Production needs.
  • Organize key proposal files and ensure SharePoint files are effectively kept up to date with latest versions.
  • Support color team reviews by collecting any comments or assisting with other tasks.
  • Responsible for coordinating with all proposal resources, ensuring professional communications and organizing both internal and external stakeholders.
  • Supports proposal production and coordinates with proposal manager and contracts on proposal submission.
  • Works with capture to translate messaging such as win themes, differentiators, and features and benefits into a winning response.
  • Coordinates all graphics with teammates and internal SMEs to ensure editing and proper placement.
  • Performs research as needed to support proposal understanding and response.


  • Bachelor’s Degree.
  • 3-5 years’ experience supporting all phases of federal government proposals.
  • 2-5 years of Federal technical writing experience.
  • Highly proficient with Microsoft Office products.
  • Outstanding attention to detail and organization is required.
  • Must have ability to collaborate across a diverse range of stakeholders and experience doing so is strongly preferred.
  • Shipley training preferred but not required.
