Overview

Remote - 5 days - Must reside in the DMV (DC/Maryland/VA area) for onsite work as needed.

 

Developing the Agency Human Capital/Workforce Plan, aligned with the Agency Strategic Plan, Diversity, Equity, Inclusion, and Accessibility (DEIA) Strategic Plan, used to support the execution of Agency’s strategy. The Vendor will conduct a workforce analysis of all Agency components.

Responsibilities

  • Explicitly describe the agency-specific skill and competency gaps that must be closed through the use of agency selected Human Capital strategies; and describe annual human capital performance goals and measures that will support the evaluation of the agency's Human Capital strategies.
  • Draft and finalize a Human Capital/Workforce Action Plan for the Agency’s which addresses Recruitment, Talent Development, Retention, Employee Engagement, Diversity, and Succession Planning. The Agency’s Administration Workforce Analysis/Human Capital Management Statement of Work Page 2 of 13.
  • Draft and finalize an aligned yet distinct Human Capital/Workforce Action Plan for USMMA which describes Human Capital Plan for USMMA which addresses Recruitment, Talent Development, Retention, Employee Engagement, Diversity, and Succession Planning. 
  • Workforce/Stakeholder Communications Plan and communications templates. 
  • Compile and transfer to the Agency’s OHR all documentation of supporting activities (e.g., data analysis, briefings, etc.) 
  • Contractor must keep track of work assignments daily and submit a status report of those assignments weekly.
  • Act as lead and work with senior Executive level Government personnel on highly sensitive and complex strategic human Capital issues, challenges and activities.
  • Develop and execute large-scale, multi-faceted workforce program and, projects that may include assessment, planning, data gathering, analysis, feedback, recommendations, reports, and other related work. 
  • Other duties as assigned.

Qualifications

  • Public Trust Clearance
  • Bachelors plus 6 years related experience.
  • Experience applying workforce planning to determine an organization’s optimum workforce balance including position management and structure, job design, talent acquisition strategy and workforce development.
  • Experience creating an enterprise workforce plan focused on mission critical occupations and the assessment of future capability requirements.
  • Mastery of advanced Human Resource (HR) principles, concepts, regulations, and practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve HR problems not susceptible to treatment by standard methods.
  • Ability to collaborate with and/or lead management/other HR professionals in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.
  • Knowledge of OPM Human Capital Regulations (5 CFR 250, CHCCO Act of 2002, etc.) and related programs, practices and activities, and methods of qualitative and quantitative analysis of HR programs.
  • Knowledge of human resources management sufficient to evaluate and make recommendations concerning overall plans and proposals for complex projects and to develop, interpret, and analyze data extracts and reports from automated HR databases.
  • Must have experience leveraging knowledge of Federal Human Resource/Human Capital management laws, policy, and methodology to identify mission critical position and skill requirements, analyze gaps., recommend staffing, recruitment, succession planning, and talent development strategies; and conduct "what- if" scenarios. Must be proficient in Microsoft Outlook, Word, Excel, and PowerPoint, and analysis software (e.g., oracle, Power BI).
