Overview

The Personnel Action Request (PAR) Sub-Lead is a role on the DOC Personnel Action Request (PAR), Payroll, and Benefits (PP&B) contract, providing transactional Human Resources services for 10 DOC Bureau/Offices with a total population of approximately 22,000 employees.

 

Personnel Action Request (PAR) Sub-Lead roles can include full life-cycle processing responsibility for a set of customers or functional areas like Entry-On-Duty, Quality Control, and Special Handling.  

 

The PAR Sub-Lead reports to the PAR Operations Manager and applies advanced skills and experience in encoding and processing end-to-end personnel action requests. The selected individual applies a demonstrated knowledge of the personnel data rules and regulations and technology.  The PAR Sub-Lead also provides supervisory responsibilities to staff members performing PAR processing work in the unit. 

Responsibilities

  • Plan, manage, and monitor the work of PAR specialists and assistants.
  • Coordinate and manage team activities.
  • Administer quality control and process improvement activities.
  • Support the continuous improvement of PAR business processes.
  • Perform personnel action request processing.
  • Respond to customer requests for information.
  • Process employee personnel data corrections.
  • Maintain applicant/employee records in appropriate HRIT systems.
  • Input data into appropriate HRIT systems.
  • Other duties as assigned.

Qualifications

  • Public Trust Clearance.
  • 10+ years Federal HR experience.
  • Working knowledge of Federal HR policies, rules and regulations, including GPPA.
  • Experience processing complex PARs.
  • Strong interpersonal skills.
  • Strong written and oral communication skills.
  • Experience providing supervisory functions.
  • Strong leadership and mentoring skills.
  • Attention to detail.
  • Leadership and mentoring skills.
  • Critical thinking and analysis skills using complex data sets.
  • Effective written and verbal communication skills.

Desired Qualifications

  • Experience with PeopleSoft HCM
  • Bachelor’s Degree
  • Shared services experience
  • Experience with Federal HR systems such as HRConnect, NFC, WebTA, and eOPF
